Su instalación data de 1930, durante la época de la prohibición de Estados Unidos cuando fue un lujoso hotel y casino, denominado "Hotel Playa". Hoy en día, el Centro Cultural Riviera tiene dos declaratorias importantes: Patrimonio Artístico de México por el INBA y publicada en el Diario oficial de la Federación con fecha 04 de febrero de 2011 y Patrimonio Cultural de Baja California publicada el 31 de enero de 2014.
